
2024 Budget Summaries: Impressive Progress for FEdKP, Final Stage of RDP
Funds from EU programs continue to drive our regional economy and provide opportunities to implement key development initiatives. That’s why the pace of implementation of our regional program, the European Funds for Kujawy and Pomorze (FEdKP), and the impressive outcomes of the Rural Development Program (RDP) are so encouraging.
FEdKP: 40% contracted by end of the year
With nearly 500 signed contracts and commitments totaling 3 billion PLN (41% of the allocation), the results for 2021–2027 under the regional program by the end of last year were more than satisfactory. This high level of contracting, achieved just a few months after the first funding agreement was signed, is partly due to significant FEdKP funds allocated to the Kujawsko-Pomorskie Development Fund for low-interest and partially forgiven loans. These loans are intended to support development investments by small businesses, energy modernization, renewable energy initiatives, and the transition to a circular economy. The first loans – totaling 50 million PLN – were launched at the end of the year. They are primarily targeted at small and medium-sized enterprises, including start-ups and companies planning to introduce innovative solutions or expand exports.
Projects contracted last year include creation of a network of day-care centers for dependent elderly people (13 new facilities and support for 20 existing ones), revitalization and restoration of the palace and park complex in Nawrza near Toruń, export grants for SMEs, purchase of equipment and firefighting vehicles for volunteer fire brigades, establishment of local social service centers, de-institutionalization of care services for dependent persons in Toruń, revitalization of the historic mill in Grudziądz into a new cultural institution (“Mill of Energy”) and expansion of the University of Applied Sciences in Włocławek.
Some FEdKP funds are managed (under territorial policy) by local government partnerships formed to implement development strategies in functional areas of major cities (MOF/ZIT) and other territorial policy areas (OPPT). The regional government has signed eighteen agreements, each securing an appropriate funding share.

Last year also saw dynamic implementation of the Community-Led Local Development (CLLD) approach, another segment of regional policy. This instrument is financed by FEdKP (€52.6 million) and the Strategic Plan for the Common Agricultural Policy (€45.3 million). Sixty-one agreements have already been signed under the regional program, with a total value of 150 million PLN (65% of the allocation). Funds were disbursed to Local Action Groups (LAGs), which launched their first grant calls this year.
RDP in the Final Stretch
Last year marked the final calls for proposals under the regional segment of the 2014–2020 Rural Development Program (RDP), which is being implemented across Poland with delays beyond regional control. Under 2,500 funding agreements, we contracted 681 million PLN – 100% of the available allocation.
2023 RDP achievements included:
- 9 km of new water pipelines
- 8 km of new sewage systems
- 159 new household sewage treatment systems
- 2 new municipal sewage treatment plants
- 2 water treatment stations (1 new, 1 modernized)
- 24 km of modernized local roads
- investments in 19 cultural facilities (e.g., community centers and libraries)
- 149 public space developments (e.g., sports fields, playgrounds, parks, tourist infrastructure)
- 247 new businesses launched
- 296 new jobs created
Examples of funded projects include a fishing station on Lake Pakoskie in Inowrocław County, new heating systems in five rural community centers in Sępólno Krajeńskie, expansion of a playground in Zakrzewo, Aleksandrów County and construction of recreational small architecture in Choceń, Włocławek County.
