Meeting of the Convention of Voivodeship Marshals

Marshal Piotr Całbecki is participating today (March 26) in the meeting of the Convention of Voivodeship Marshals held in Głuchołazy, in the Opolskie region. During the session, he will present, among other matters, a joint initiative of four voivodeships concerning the construction of the S15 expressway—an initiative they also hope to promote among other regions of Poland. Guests at the meeting include the Minister of Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, and the Minister of Agriculture and Rural Development, Stefan Krajewski.

The aim is to build broad support for the creation of a new transport corridor linking the north-eastern and southern parts of the country. We are calling for the inclusion of the S15 transport corridor in national strategic and planning documents, including the Government Programme for National Road Construction – emphasizes Marshal Piotr Całbecki.

The planned corridor would connect Olsztyn, Toruń, and Opole, as well as cities such as Inowrocław, Konin, Kalisz, and Ostrów Wielkopolski, creating a new north–south national transport axis. The implementation of this investment would significantly improve transport accessibility for many areas currently distant from motorways and expressways, while also strengthening the development potential of medium-sized cities and county-level centers across 80 municipalities inhabited by approximately 1.5 million people.

On March 9 in Toruń, the host of the region, together with the Marshal of the Warmińsko-Mazurskie Voivodeship Marcin Kuchciński, the Marshal of the Opolskie Voivodeship Szymon Ogłaza, and the Deputy Marshal of the Wielkopolskie Voivodeship Wojciech Jankowiak, signed a joint appeal to Prime Minister Donald Tusk to take action towards the construction of the S15.

The presence of two members of the government at today’s meeting in Głuchołazy is related to discussions on EU cohesion policy, the Common Agricultural Policy, and the framework of the European Union budget for 2028–2034. Minister Pełczyńska-Nałęcz presented the European Commission’s current vision regarding the role of regions in programming support priorities (which, under this concept, is expected to be reduced in favor of a stronger role for national governments). Minister Krajewski’s speech focused on the need to ensure coherence and complementarity of EU support for rural areas within the framework of the National and Regional Partnership Plan (PPKR) for Poland 2028–2034.

Among the topics discussed by the marshals today are also threats related to hybrid and wartime attacks, as well as regional aspects of cybersecurity. According to the agenda, the meeting is expected to result in, among other outcomes, the adoption of a position appealing to the government to confirm the “autonomous and coordinating” role of voivodeship governments in programming and implementing the new EU cohesion policy, as well as a position addressing the insufficient level of this year’s Labour Fund allocation relative to needs.
