Rypin Bypass – Environmental Decision Secured!
Work is underway on the documentation necessary for the construction of the Rypin bypass. A key environmental decision has now been obtained. The planned route corridor for the regional road takes into account numerous environmental factors as well as residents’ feedback submitted during public consultations. Preparations are also ongoing for the modernization of additional roads in Rypin County.
Yesterday’s signing of the environmental decision was attended by Regional Councillor Paweł Zgórzyński, Mayor of the Rypin municipality Janusz Tyburski, Chairman of the Rypin Municipal Council Marek Śmiechewicz, and Łukasz Kościelski, Director of the Road Infrastructure Department at the Marshal’s Office.
“Our bypass construction program is an important part of the ongoing modernization of the regional road network. In towns and localities where it is not possible to expand existing roads in a way that ensures adequate safety, traffic flow, and minimal noise, we build bypasses to redirect heavy transit traffic away from densely built-up residential areas,” said Marshal Piotr Całbecki.
The entire bypass, nearly 9 kilometers long, will be built to Class G Road standards. The carriageway will be 7 meters wide, with wide shoulders and new intersections. A new viaduct will be constructed over the railway line in the village of Starorypin Prywatny. Following public consultations and accident analyses, the project was expanded southward to also bypass the villages of Dylewo and Zakrocz, where dangerous bends are located. This solution eliminates the need for an additional railway viaduct.
The selected route also reflects the results of environmental surveys and input from local government representatives and the heritage conservation authority. Historic settlement sites have been avoided, the route has been moved away from residential buildings in several areas, and field fragmentation has been minimized. Key intersections have been designed as safe roundabouts.
The Road to the Bypass
The project moved forward following a 2021 agreement between the Kujawsko-Pomorskie Region Self-Government and local authorities (the City of Rypin, the Municipality of Rypin, and Rypin County).
A feasibility study (including technical, economic, and environmental analyses) was then commissioned, along with the process of obtaining the environmental decision.
In 2022, the investment was submitted for funding under the Government Road Development Fund. The project received PLN 60 million in support, with total construction costs estimated at over PLN 100 million.
The environmental decision now enables completion of the route concept within the next quarter.
Later this year, a tender is planned for the next stage of the project. Authorities are considering whether to commission the design and construction separately or use a “design and build” approach. Construction is planned to begin at the turn of 2027/2028.
Investments Around Rypin
Last autumn, a 7-kilometer section of regional road No. 563 from Stępowo through Okalewo to the Region border was fully modernized and opened.
This year, additional investments in Rypin County include:
- Finalization of works on the 8-kilometer section of regional road No. 563 (Rypin – Stępowo), with completion planned for spring; project value: PLN 57 million
- Ongoing tender for reconstruction of a 2-kilometer section of regional road No. 560 (Zakrocz – Puszcza Rządowa)
- Preparations for a tender for reconstruction of a 5-kilometer section of regional road No. 557 (Nadróż – Nowy Kobrzyniec)
Planned projects for the coming years include:
- Road surface renewal on Mławska Street in Rypin (370-meter section near the city boundary)
- Construction of a roundabout at the intersection of regional road No. 534 (Toruńska and Kościuszki Streets) with Mleczarska and Piaski Streets
Kujawsko-Pomorskie Bypass Construction Program
The regional self-government is steadily increasing funding for design and construction works under its bypass development program, which covers routes with a total length of over 70 kilometers. Implementation over the coming years is expected to cost around PLN 1 billion.
A record €136 million has been allocated for road infrastructure expansion and modernization under the 2021-2027 regional program. Additionally, PLN 170 million in national funding has been secured for three bypasses: Brodnica, Rypin, and Tuchola.
