Investments 2026: Transport

Trains and buses have become a popular means of transport. Every year, more and more travellers choose public transport. The regional self-government is pleased with this trend and is making efforts to ensure that the rail and bus network meets the expectations of the residents of our region. We are not only increasing the number of services, but also modernizing our fleet. All of this means that spending on transport is rising. Thanks to these measures, we enable passengers to travel around the region cheaply and quickly. Our “window to the world” – Bydgoszcz Airport – is also becoming increasingly popular.

More passengers, more kilometres

Rail expenditure in 2026 will reach a record PLN 267 million. This is 12.5% more than in the previous year. This amount includes the costs of charges we pay for access to railway infrastructure and station fees – PLN 37 million.

The number of kilometres travelled by our trains will increase by 13% (compared to 2025). Over the twelve months of 2026, they will cover a record 7.5 million kilometres. It is worth adding that the operational work of trains on the Kujawsko-Pomorskie rail network has been steadily growing for four years. We can boast a 39% increase!

Last year, 8 million passengers used our rail services. This year we will improve that result.

The operators of regional rail connections in our region are Polregio and Arriva.

Ciechocinek

Together with PKP Polskie Linie Kolejowe and local governments of Aleksandrów County, we have delivered our flagship project – launching rail services to our famous spa resort.

From Aleksandrów Kujawski to Ciechocinek, 13 pairs of trains run on working days and 10 pairs at weekends. Some services run directly from Ciechocinek to Toruń, and from June it will also be possible to reach the graduation towers without changing trains from Bydgoszcz. The timetable has been planned to make commuting easier for residents travelling from Włocławek as well. An important interchange hub is now the station in Aleksandrów Kujawski, where transfers from long-distance trains are also possible.

The services are co-financed by the regional self-government, Aleksandrów County, the towns of Aleksandrów Kujawski and Ciechocinek, and the municipality of Ciechocinek. Until 15 February, a ticket from Aleksandrów Kujawski to Ciechocinek costs a symbolic PLN 1.

Regular services were preceded by the renovation of a seven-kilometre section of railway line no. 245 worth over PLN 47 million, carried out by PKP PLK. This year, renovation of the station building in Ciechocinek will also begin, to be carried out by PKP SA.

New timetable

In the timetable in force since 14 December, we have 25 new rail connections:

  • more trains run, among others, between Bydgoszcz and Toruń to Mogilno, and from Bydgoszcz to Łódź and Kołobrzeg
  • for 47 trains we extended the period of operation (passengers can use them not only on working days, but also at weekends)
  • for 9 trains we extended their routes (they no longer terminate, for example, at Toruń Główny or Włocławek stations, but instead reach Toruń Wschodni and Kaliski Kujawskie (Włocławek County) respectively)

New connections

At the end of this year, we will launch services on the routes Rypin – Brodnica and Laskowice Pomorskie – Wierzchucin. We are restoring connections to Kcynia. PKP PLK is currently renovating railway infrastructure on lines 356 and 281.

Opening further new connections is possible thanks to cooperation with PKP PLK, the company managing the rail infrastructure, which modernises railway lines and builds new stops, adapting their locations to the changing settlement network in the region.

Holidays with regional rail

During the holidays, there will be no shortage of popular rail services – which attracted great interest in previous seasons – to the well-known Baltic seaside resorts and the Tuchola Forest. In summer 2025, passenger interest in the holiday offer exceeded our expectations.

Passenger numbers on holiday trains:

  • “Rybitwa” (to Kołobrzeg) – 4,000 passengers
  • “Latarniki” (to Hel) – 10,000 passengers
  • “Borsuk” (to the Tuchola Forest) – 2,000 travellers

Metropolitan ticket

This year we are also offering passengers the BiT City and WiT City project. This is a single ticket that allows travel on Polregio trains between Bydgoszcz and Toruń, Włocławek and Toruń, as well as the use of buses and trams for one hour after arriving in one of these cities. The monthly section ticket provides unlimited travel on public transport for the entire month, after selecting the appropriate bus or tram line in advance.

Modern rolling stock

Seventy-five percent of the trains providing regional passenger services belong to the regional self-government. In 2027, seven modern electric trains manufactured by Pesa in Bydgoszcz will enter service. The trains currently in production are four-car electric multiple units, carrying 360 passengers, equipped with facilities for wheelchair users and bicycle racks. The purchase is financed, among others, with support from the European Funds for Kujawy and Pomorze (FEdKP) 2021-2027 and government funds. The cost of the seven trainsets ordered by the regional self-government is PLN 329 million.

Kujawsko-Pomorskie Fare

2025 was another year in which the Kujawsko-Pomorskie Fare was in force on all railway routes in the Kujawsko-Pomorskie Region. Thanks to this, we kept ticket prices at the same level as in previous years. For the first 10 kilometres a passenger pays PLN 4.90, and PLN 0.2563 for each additional kilometre.

Billion-zloty investments in railways

The new year will bring record railway investments.

PKP PLK is already renovating line no. 201 (the historic coal trunk line):

  • PLN 1.8 billion – Maksymilianowo station
  • PLN 1.3 billion – tracks Wierzchucin – Lipowa Tucholska
  • PLN 1.2 billion – tracks Maksymilianowo – Wierzchucin

The rail company is also planning to modernise railway line no. 353 Poznań Wschód – Skandawa. As part of the project, platforms at Toruń Miasto and Toruń Wschodni stations will be rebuilt, a second track between these stations will be constructed, and the railway bridge in Toruń will undergo a thorough modernisation. The total value of the investments carried out by PKP PLK and the City of Toruń will amount to PLN 686 million, and EU funding for the project is PLN 551 million. Completion is planned for 2028.

Buses

For three years, passenger numbers on regional bus routes have also been steadily increasing. Last year we carried 1.5 million passengers.

In 2026, we will spend PLN 9.9 million from the regional self-government’s budget on bus transport. Total costs of organising bus transport this year will amount to PLN 45 million. The operational work of our buses will exceed 7 million kilometres.

The regional self-government purchased forty modern, environmentally friendly and comfortable buses (15 hybrid and 25 electric) for PLN 125 million, obtaining support from the National Recovery Plan (KPO) amounting to PLN 91 million. Thanks to this, the Marshal’s Office company Kujawsko-Pomorskie Transport Samochodowy in Włocławek has the most modern bus fleet in the country.

The first 12 vehicles arrived in our region in December last year. Another fourteen will be delivered at the turn of January and February, and the entire contract will be completed by mid-2026. The buses will be introduced onto the roads of Kujawy and Pomorze gradually.

Passengers will sit in comfortable seats equipped with integrated headrests, armrests and seat belts. The vehicles will also feature a passenger information system with an information display, a modern sound system, and a Wi-Fi router. The buses purchased by the regional self-government will also make travelling easier for people with disabilities. Each will carry 50 passengers.

To serve the new fleet, new charging stations are being built in Włocławek, Mogilno, Rypin, Brodnica, Lipno and Inowrocław – ultimately there will be 38.

We have modernised the headquarters of KPTS in Włocławek, where new workshops with staff facilities have been built. This year, a new bus wash will also be built there. We have also renovated depots in Inowrocław, Mogilno and Brodnica, and we are planning further modernisations – in Rypin and Golub-Dobrzyń.

At the invitation of the regional self-government, which is the company’s main shareholder, 25 municipalities and 8 counties have joined Kujawsko-Pomorskie Transport Samochodowy, making it possible to adapt the network of connections to residents’ needs. This also made it possible to increase the bus fleet serving local routes.

Airport

In 2025, Bydgoszcz Airport served 440,000 passengers – 20% more than the year before.

In response to strong interest among passengers travelling to Ireland, Ryanair launched an additional weekday flight to Dublin. The flight schedule still includes the carrier’s popular connections to Alicante, Birmingham, Bristol, and London airports – Luton and Stansted.

Last year, Germany’s Lufthansa launched five weekly flights to Frankfurt. In March 2026, the frequency of regular flights to Germany’s largest airport will increase to six per week.

From March, the flights to Warsaw operated by LOT Polish Airlines will be better adapted to passengers’ needs. Departures to Chopin Airport will take place every weekday morning, and returns in the evening (except Sundays).

The summer season this year will last from 29 March to 31 October. The new holiday destination this year will be Monastir in Tunisia, available from 1 June to 28 September. The summer timetable will also include favorite holiday destinations: Antalya, Sharm El-Sheikh, Heraklion, Rhodes and Palma de Mallorca, as well as year-round Marsa Alam.
