Budget 2026: ambitious plans, record investments
PLN 4 billion – this is the amount available this year to the regional government for implementing its development policy. “We are allocating the largest share of the budget to regional public transport and road investments. We are carrying out costly projects in healthcare and culture. The scope of investments is very broad and includes both major infrastructure projects and softer social initiatives,” Marshal Piotr Całbecki told journalists. The press conference devoted to this year’s regional budget was also attended by Vice-Marshal Aneta Jędrzejewska, Vice-Marshal Zbigniew Ostrowski, and Member of the Regional Executive Board Marek Wojtkowski.
This year will once again bring record budget spending and record investments. Among the latter, which will account for 40% of total expenditures, it is worth mentioning the expansion of Opera Nova and the Pomeranian Philharmonic, the extension of the Popiełuszko Hospital in Włocławek, hospital investments in Bydgoszcz (the Oncology Centre, Pulmonology Centre and the Infectious Disease and Observation Hospital), as well as the construction of a complex of specialist outpatient clinics at the Combined Hospital in Toruń. The lion’s share of expenditures will be allocated to transport and roads. “This is a very good budget,” Marshal Piotr Całbecki emphasised.
Regional public transport at the heart of the budget
Rail spending this year will reach a record PLN 267 million, which is 12.5% more than in the previous year. The number of kilometres travelled by our trains will increase by 13% compared to 2025.
In 2026, PLN 9.9 million from the regional self-government’s budget will be allocated to bus transport. In total, the costs of organising bus transport this year will amount to PLN 45 million.
The regional self-government has purchased forty modern, environmentally friendly and comfortable buses (15 hybrid and 25 electric). The first 12 vehicles arrived in our region in December last year. Another fourteen will be delivered at the turn of January and February, and the entire contract will be completed by mid-2026.
Last week, as the third region in the country, we signed a rail pact with the Ministry of Infrastructure and PKP Polish Railway Lines (PKP PLK). The document sets out the development of rail infrastructure in the region, enabling the operation of passenger services within the region and between regions. The agreement covers investments planned by PKP PLK as well as the region’s own investment plans. The rail pact also concerns cooperation in securing funding sources for projects and their joint implementation.
Modernising the network of regional roads
This year we are securing PLN 620 million for the modernisation of the road network in the Kujawsko-Pomorskie Region. These funds will allow us to maintain a good pace of investment – more than 100 kilometres of roads per year.
The largest share – over PLN 400 million – will go towards continuing investments launched in previous years:
- modernisation of regional road no. 268 Brzezie – Brześć, length 10 km, Włocławek County,
- construction of stage II of the Mogilno bypass along regional road no. 254, length 1.6 km, Mogilno County,
- expansion of regional road no. 551 Strzyżawa – Nowy Dwór, 3.2 km, Bydgoszcz County,
- expansion of regional road no. 563 Rypin – Stępowo, 7.6 km, Rypin County.
In addition to completing construction works on the Mogilno bypass, we are also preparing tenders for the construction of the Trląg bypass along regional road no. 255 and the Brodnica bypass along regional road no. 544.
We will continue programmes for resurfacing regional roads, building roundabouts and eliminating hazardous locations, restoring roadside avenues, and improving lighting at pedestrian crossings.
Health
Among the largest healthcare investments are, above all, projects at the Marshal’s hospitals in Bydgoszcz (the Oncology Centre, Pulmonology Centre, the Regional Children’s Hospital and the Infectious Disease and Observation Hospital), the expansion of the Regional Specialist Hospital in Włocławek, the construction of a complex of specialist outpatient clinics at the Integrated Hospital in Toruń, and a mental health centre at the regional psychiatric hospital in Świecie.
The budget of the newest investment at the Oncology Centre in Bydgoszcz – the expansion and modernisation of the hospital’s main complex – amounts to PLN 500 million. The facility will build a new centre for innovative oncology therapies and modernise the main building, including the operating theatre block and the intensive care unit.
The expansion of the Regional Specialist Hospital in Włocławek is progressing as planned. This year, the hospital also plans to purchase equipment for oncology diagnostics and therapy, develop the outpatient specialist care segment, and expand IT systems. The total cost of these investments exceeds PLN 300 million.
The largest newly launched investment at the Integrated Hospital in Toruń is the construction of a complex of specialist outpatient clinics combined with the purchase of medical equipment and apparatus for outpatient specialist care and one-day treatment (cost: PLN 80 million).
Culture
Culture is the second-largest budget item at PLN 370 million (over 20% of the budget). Two spectacular investments should be mentioned here: the construction of the fourth ring of our outstanding Opera Nova and the expansion of the Pomeranian Philharmonic – a major institution that deserves every złoty invested in it.
Vice-Marshal Zbigniew Ostrowski, responsible within the Regional Executive Board for the cultural sector, noted that cultural investments are being implemented across the entire region, not only in its largest centres.
Ongoing or newly launched projects also include new cultural and educational institutions: the Energy Mill in Grudziądz, Energia Włocławek and Energia Inowrocław, the establishment of the Sczaniecki Family Museum of Landed Gentry in Nawra, the revitalisation of the Kronenberg palace complex in Wieniec, and the modernisation of the Lubostroń Palace in Lubostroń.
Over PLN 1 billion from European funds
With nearly a thousand signed agreements and contracted funding at PLN 5 billion (63.7% of the allocation), which summarised last year under the European Funds for Kujawy and Pomorze 2021-2027 programme, we are the leading region in Poland in terms of progress in spending regional programme funds. In 2026, more than PLN 1 billion will be available for distribution under the programme.
Key areas for this year’s planned calls include e-Health, road infrastructure, support for cultural institutions, energy/climate advisory services and the promotion of alternative energy sources, infrastructure for volunteer and state fire services (OSP and PSP), development of non-urban transport, development of outpatient specialist care and one-day treatment, as well as so-called “soft projects”, e.g. in preschool education – bilingual preschoolers, scholarship support for students in general or vocational education, and telecare.
The modern school of tomorrow
We provide financial support to institutions, valuable initiatives and young people who see learning as an opportunity for personal development and self-fulfilment. This year alone, the regional self-government is allocating nearly PLN 240 million to tasks related to education and schooling. We award scholarships to the best students, organise additional activities for children, youth and teachers, and support flagship regional institutions in developing research facilities and expanding their educational offer.
The total budget of three scholarship projects exceeds PLN 7 million. Two of them (Prymus Pomorza i Kujaw II and Zawodowe Talenty Kujaw i Pomorza) are co-financed from the European Funds for Kujawy and Pomorze 2021-2027, while the Prymus Pomorza i Kujaw Plus programme is financed from the regional budget.
Agriculture
Agriculture is an important branch of the economy in our region. We support the modernisation and construction of rural infrastructure – including that serving cultivation and livestock farming – as well as soft social projects integrating local communities. Implemented investments include water and sewage management projects (soon we will announce a call for applications for the construction of household wastewater treatment plants – under the Strategic Plan for the Common Agricultural Policy 2023-2027 we have EUR 9 million available).
The use of smart solutions in rural areas is another segment for which we will allocate EUR 1.6 million.
For the development of small-scale water retention, including the construction of micro and small reservoirs and artificial ponds, nearly PLN 60 million is available under the European Funds for Kujawy and Pomorze 2021-2027.
The budget also includes funding for access roads to agricultural land, grants for beekeepers, and resources for initiatives and events integrating local communities and promoting the image of the countryside as an attractive place to live, grow and pursue professional ambitions, including tourism.
Sport and tourism
The year 2026 will be marked by the World Athletics Indoor Championships Kujawy Pomorze 26 (WIC), the most important indoor athletics event in the world, hosted by our region in just two months.
In the sports segment, it is worth mentioning the third edition of the social programme “Believe in Sport”, the local sports infrastructure development programme, scholarships and awards for athletes, and our original project “Kujawy Pomorze Team”.
Tourism-related expenditures this year amount to PLN 3.8 million. These funds will be used, among other things, to create and promote our tourism products, provide grants for tourism and sightseeing organisations, organise events, and develop a tool for monitoring tourist traffic.
The conference was also attended by Jarosław Wierski, President of the Marshal’s special-purpose companies Kujawsko-Pomorskie Inwestycje Regionalne and Kujawsko-Pomorskie Inwestycje Medyczne, appointed by the Regional Executive Board as the investor’s representative for most of our investments.
