A Very Good Time for Railways
Every new day brings good news for the railways. Over the last two years, the number of passengers using regional rail services has increased by one million. Railway lines have become a vast construction site. Thanks to the very good cooperation between the regional self-government, the Ministry of Infrastructure and railway companies, investment opportunities for infrastructure development are growing and the number of rail connections in the Kujawsko-Pomorskie Region is increasing. The Railway Pact signed today (12 January) in Włocławek by Minister of Infrastructure Dariusz Klimczak, Marshal Piotr Całbecki, Vice-Marshal Aneta Jędrzejewska and Maciej Kaczorek representing PKP Polskie Linie Kolejowe defines the key directions of this cooperation for the coming years.
“This is the biggest railway-related event in the history of the region,” emphasized Marshal Piotr Całbecki. “Over four years we have increased the operating work of regional rail transport by 40 percent. We can boast a 20 percent increase in the number of passengers. Such trust of residents in public transport is built over many years. Today’s decision will allow us to continue this process and increase the level of use of railway infrastructure in our region.”
“I greatly value cooperation with the Kujawsko-Pomorskie Region,” noted Minister of Infrastructure Dariusz Klimczak. “The Railway Pact is a document that organizes cooperation between the Ministry of Infrastructure, railway companies and the regional self-government of Kujawsko-Pomorskie, and gives broader scope for cooperation between local governments so that rail transport becomes the first choice for Poles. This cannot be ensured without cooperation with neighboring regions. The document signed today guarantees that cooperation.”
The event was also attended by Member of the Regional Executive Board Marek Wojtkowski; Members of Parliament Agnieszka Kłopotek, Piotr Kowal and Krystian Łuczak; Senator Stanisław Pawlak; Vice-Voivode of Kujawsko-Pomorskie Piotr Hemmerling; Toruń County Head Mirosław Graczyk; Włocławek County Head Roman Gołębiewski; and the Mayor of Włocławek, Krzysztof Kukucki.
The Kujawsko-Pomorskie Regional Self-Government is the third in Poland (after Łódzkie and Pomorskie Region) to conclude a Railway Pact. The document defines the development of railway infrastructure in the region, enabling the operation of regional and inter-regional passenger services. The agreement between the central government administration and the regional self-government covers investments planned by PKP PLK and the region’s own investment plans. The Railway Pact also concerns cooperation on sources of project financing and their joint implementation.
Planned Priority Investments
- improving the capacity of railway line no. 27 (including the construction of passing loops) on the Sierpc – Toruń Wschodni section, together with the relocation of existing and construction of new stops;
- electrification and capacity improvement on the Bydgoszcz – Wierzchucin – Tuchola – Chojnice section of railway line no. 208, as a complement to modernization works on line no. 201;
- modernization and electrification of railway line no. 356:
- Phase I – Bydgoszcz – Szubin section,
- Phase II – Szubin – Kcynia section;
- modernization and electrification of railway lines no. 356 and no. 281 on the Poznań – Rogoźno Wielkopolskie – Wągrowiec – Gołańcz – Kcynia – Nakło nad Notecią section;
- renovation of railway line no. 208 on the Brodnica – Lidzbark – Działdowo section.
PKP PLK declares readiness (subject to available funding) to modernize and expand railway infrastructure in the region, including:
- extension of the Nakło nad Notecią Zachodnie stop by an additional platform on the Bydgoszcz Główna – Nakło nad Notecią – Poznań Główny route;
- restoration of rail services to Świecie;
- adaptation of railway line no. 281 for passenger traffic on the Nakło nad Notecią–Sępólno Krajeńskie – Kamień Krajeński (Chojnice) section;
- electrification of railway line no. 207 on the Toruń Wschodni – Malbork section;
- reconstruction of railway line no. 206 on the Inowrocław – Wapienno – Żnin section to restore rail services to Żnin;
- electrification of railway line no. 215 on the Laskowice Pomorskie – Czersk section and of line no. 203 on the Czersk–Chojnice section, to ensure network coherence.
Spending on railways in 2026 will amount to a record PLN 267 million, which is 12.5 percent more than in the previous year. This amount includes the fees paid for access to railway infrastructure and station charges – PLN 37 million.
