Budget 2025: Record-breaking Expenditures, Revolutionary Approach, Innovative Thinking
Nearly PLN 5 billion—that’s the amount allocated by the Region’s Self-Government this year for development policy. “The largest portion, PLN 500 million, will be invested in road infrastructure, translating to 130 kilometers of modernized roads. Our two cultural investments, the nearing completion of the Opera Nova expansion and the launch of the Pomeranian Philharmonic expansion, represent true revolutions!” said Marshal Piotr Całbecki during a press conference. The event, dedicated to the 2025 Region Budget, also included Vice-Marshals Aneta Jędrzejewska and Zbigniew Ostrowski, and Regional Executive Board Members Dariusz Kurzawa and Marek Wojtkowski.
The total funds combine the core budget (just over PLN 2 billion), planned disbursements from the regional program European Funds for Kujawy and Pomorze (just over PLN 2 billion), and funds from other sources, including the National Recovery Plan, cautiously estimated at nearly PLN 400 million.
Rural Areas and Agriculture
The Region will allocate PLN 200 million from its budget to support agriculture and rural areas, supplemented by funds from the European Funds for Kujawy and Pomorze and the Rural Development Program. Key focuses include local road construction under the Agricultural Land Protection Fund, water retention systems for rainwater collection and irrigation, healthy lifestyle promotion, offering grants to village housewife circles and local food promotion, including expanding the Local Food online store and establishing a logistics center in Przysiek near Toruń.
Promotional initiatives such as participation in the Gruene Woche trade fair and hosting regional harvest festivals will cost PLN 1.4 million.
A grant program for rural youth aims to establish 700 youth clubs (an average of 5 per municipality), funded through the Marshal’s Civic Budget.
Business Support
The 2025 economic policy for Kujawy and Pomorze includes 140 million PLN for pro-environmental investments, 23 million PLN for innovation grants, 400 million PLN for development loans, 15 million PLN for a regional export fund and 31 million PLN for economic promotion.
The construction of biotech labs as part of the Czochralski Science and Technology Center is a key development. One lab, specializing in advanced, personalized pharmaceuticals, begins construction this year.
Culture – Our Major Priority!
The ambitious expansion of the Pomeranian Philharmonic will move forward without national funding, with 14 million PLN allocated this year and an ultimate cost of 300 million PLN.
The fourth wing of Opera Nova is set to open by year’s end, featuring a 500-seat chamber hall, an exhibition space, a cinema, a riverside terrace, and a two-level underground parking lot.
Other cultural initiatives include establishing a museum of landed gentry at the Nawra palace complex (22 million PLN this year), modernizing major libraries: Bydgoszcz Library (17 million PLN) and Toruń’s Copernicus Library (14 million PLN).
The innovative Beckett Project, involving Samuel Beckett monodramas for care home residents, has staged 50 performances, with more planned.
Public Transport always as a priority
Plans for public bus transport include purchasing 5 hybrid and 7 electric buses, with long-term plans for 40 such vehicles. Railway improvements involve purchasing five new electric trains, restoring services to Ciechocinek and expanding routes including Bydgoszcz-Szczecin and Toruń-Brodnica.
Healthcare
The most significant healthcare investments are expanding the Oncology Centre in Bydgoszcz (PLN 750 million), completing upgrades at Regional Specialist Hospital in Włocławek and Regional Integrated Hospital in Toruń and building a new wing at the Children’s Hospital and a Mental Health Centre in Bydgoszcz.
Education
The Region is dedicating 220 million PLN to education this year, including three major scholarship programs supporting 1,700 students with a total budget of 7 million PLN.
Infrastructure projects include the Mill of Energy cultural-educational centre in Grudziądz and a sailing yacht for an innovative maritime school.
Sports and Tourism
50 million PLN will support sports development, including preparations for the 2026 World Indoor Athletics Championships and building a new training and competition hall in Bydgoszcz.
Tourism initiatives (2.6 million PLN) include creating and promoting local tourist products and developing tools to monitor tourism activity.
