2025 Regional Budget
The Regional Parliament has adopted the budget for the upcoming year and a long-term financial forecast for 2025-2042. The plan includes record-breaking expenditures on road modernization, significant hospital investments, and the long-awaited expansion of the Pomeranian Philharmonic.
“Next year’s budget maintains the momentum of increasing revenues and investment expenditures. I am confident it will meet the expectations of the region’s residents,” emphasized Marshal Piotr Całbecki.
The 2025 budget anticipates revenues of PLN 1,940 million, expenditures of PLN 2,112 million, and a safe budget deficit of PLN 171 million (to be covered primarily through bank loans). The largest revenue source (likely to increase further due to new local government financing regulations) is a 40% share of taxes from companies and individuals.
In the expenditure structure, the largest allocations remain transportation and communication (including funds for rail passenger transport and road maintenance/modernization) as well as culture and heritage protection. A notable 34% of the budget will be allocated to investments.
During the budget debate, the Treasurer of the Region, Paweł Adamczyk, explained the planned deficit and anticipated debt, linking them to two major projects: the expansion of the Pomeranian Philharmonic (valued at PLN 300 million over subsequent years) and the completion of the expansion of the Regional Specialist Hospital in Włocławek (PLN 205 million). He emphasized that the Regional Self-Government will strive to secure external funding for these projects, which will reduce both the deficit and the debt.
